I don't know where to put it, so I put it here (feel fre to move it, if it doesn't seem to be in the appropriate area) :

The RIAA seems to have come to the conclusion that filtering everyone's data is the best method to suppress illegal downloads, or so I understood this.

Seems they read too many German news recently, with all of the "Bundestrojaner" ("Federal Trojan" and such.)

They are losing relevance and getting desperate ... and starting to threaten ISP's. The only reason the ISP's have interest is because bandwidth is money for them.
