That one is hella old. It was in Game Informer as a two-page spread. It was released by Bethesda in August last year (http://www.nma-fallout.com/forum/album_page.php?pic_id=2447)

No, I spotted the news the moment they posted it (cRPG.ru is in my newsfeed), it was the nuke-in-the-background-of-city on they posted. The same on that's in Bethesda's gallery (http://fallout.bethsoft.com/eng/art/fallout3-screenshots1.html) too.

This one turned out to be old, true. My bad, I somehow missed that one back in August 2007. Strange thing that the guys from Absolute Games passed by the nuke screen aswell. Sorry for the misinformation.
