Lock picking 3 trainer

Where is the trainer for Lock picking 3? I have alreadt dug up, and found multiple chests that need level 3, but I cannot find a trainer?

Patty will train you in chapter 2, regardless of faction. Other than that, you need to be a bandit to learn it (Cid, for example, is willing to teach it to bandits).

I am a bandit, I cannot remember cid offering lvl 3, I am only chapter 1 (20 hrs in lol). Ill check again with cid, thanks.

He won't offer it to you before you've completed Harbor Town (done 4/4 quests for the Don). Same goes for Pickpocket 3 from Delgado.
