There is no "right" person, it just depends on what you want to do. You get more gold and XP if you give it to Hernandez. It will also give you +1/4 towards either the Don's faction or The Order, depending on who you choose.

or you can hang on to it for a while. iirc, wearing it gives a boost against piercing attacks so you can use it while duelling with several NPCs.
