Alpha Protocol - Preview @ OXM
 
According to OXM, the humour and dialogue quality were the standout aspects when they viewed Alpha Protocol. Interesting.

They must be referring to new Fallout 3 fans because we've seen the character screens and ~10 skill lines with static unlocking points ala Mass Effect isn't going to get an old school Fallout fan excited.

That been said, I'd suggest taking anything else written in the article with a grain of salt.
