Think he's just saying that it will run at least 30fps on all platforms, including consoles - which is pretty much the same as for Witcher 3. Will run faster on PCs with a decent card, of course….

Why wouldn't Sony be falling all over themselves to get the creation kit ASAP. They certainly wouldn't want MS to have it on XBox first.
