I think you can especially for Dawnguard, but I would recommend leveling up to 10 or 20 before going there to not have a hard time dealing with the enemies there. That's what I did.

You can be both in Skyrim; I have proficiency with one handed weapons and use the other for casting - don't do much blocking, but you can always cast wards to block. It works well for me.
