well time to share
when going into Caldera high council for the first time I had Patty with me, she went I went into the high council area and she waited outside, I came out and she's no where to be found
had to reload from an earlier save. and I reloaded after running back and forth from the boat a couple of times and sleeping since I thought that would reset her .
oh well still awesome game!
