You cannot legitimately install used PC games with Steamworks (or nearly any other DRM I'm aware of, for that matter). Even GOG, for example, which uses no DRM, if you buy a used copy of Witcher 2, you can install it, but it would be illegal, as you'd still be violating the EULA for Witcher 2.

The person who sold it to you could let you use their steam account, which violates the TOS.

I'm sorry, but it sounds like you got scammed.
