It is a bit confusing, but the full game is actually a reward at the $25 level and it's already much further along in development than most other games when they appear on KS.

Yes, sure it failed it's Kickstarter the first time around, but they aren't a high profile studio and don't have any celebrities who wear their hearts on their sleeves , so maybe that's why.
