I haven't seen one but then I haven't looked as I haven't been a big caster this time; probably because I also miss spellcrafting and the overall spell collection seemed limited … I blame it on consoles :-) as they are my scapegoat whenever a PC game seems to get chopped.

However there is this mod that adds 275 spells to the game:

Which I know is not the same thing as making your own but it does add variety at least.
