Originally, that was my understanding as well. But Guido has since elaborated and said in a couple of places that it is supposed to be real-time exploration, with turn-based combat. Here's one link:

"But what about those attack and spell slots? Because we have a turn-based combat system in Deathfire, it is not essential for us to give the player instant access to his weapons and spells."


So - cool. That's not too different from my approach in FK, though the only real-time dependent actions we have is the enemy patrols.
