It ONLY works because it's done locally. Things do not apply the same on the microscale as they do on the macroscale.

"Hard money" won't matter because there aren't enough precious metals and dollars can be redeemed. Using money locally won't matter as well if the same regions "strengthen" and by that grow larger.

Finally, the underlying problem is the threat of a resource crunch, and that will make the effects of using money look like child's play.
