Halal and Haram Terrorism

Recently there is a new issue raised by some Muslims in Australia that are there two kinds of terrorism? Halal and Haram?
They believe that having discrimination for anti terrorism law will result in having two kinds of terrorism, and therefore will push Muslims to do the same, to creat Halal and Haram terrorism.
This issue started in Australia after a live show on TV (Sunrise) on Wednesday 4th July 2007 and after the Australian Muslim cleric , Sheikh Haron , sent a letter to the Prime Minister John Howard as complaint.

I don't understand the difference between the 2 terms and I've never heard of this despite living here and watching the news everyday!!

Halal means permitted; haram means forbidden. Vinegar is halal, wine is haram.
Incidentally, the word "harem" comes from "haram;" it originally meant the part of a house that is forbidden to everyone other than family members. The modern Arab house still has a clear division between diwan and haram — the part used for entertaining visitors and the part used for family life. It's a very, very big faux pas to walk into the haram without invitation.
