Well, you have to consider the fact though that it would be a pretty shitty idea to send in a clean-up crew right after the bomb dropped so the area will be looking like "close after the bomb" for a looong time until someone is crazy enough to expose themselves to the radiation ;) .

Civilization has been destroyed so there won't be some kind of clean up crew just scavangers looking for things to use and make a living.

This pic is a bit confusing. Was the city hit by a nuke or a massive tidal wave? I don't see how else a ship that big could get plonked down in the middle of town.

In the Fallout backstory the oceans partly boiled away.

And anyway, given its location I'd probably say it was in drydock or not completed yet when the war hit. It looks like it is on a river estuary.
