Skyrim Console Question

The console doesn't appear to be working for me. I can bring it up and type in it, but doing so has no in game effect. I assume, therefore, that it has to be enabled somehow, probably via editing an ini file. If that is the case, where is that file located and what change needs to be made?

I didn't have to enable anything its just like the fallout games. Hit "~" to bring up the command prompt and then type the code. Then press enter to activate the code.

If it is command to affect an object on screen, open the console, then click on the object (you'll see an id number), type the command to send to the object.

I've done that, and it had NO effect on the object.

I finally figured out the problem; you have to be in 1st person mode for it to work. If you're in 3rd person, it automatically selects YOU!!
