Not any more so than any RPG game imo. Its like comparing longswords and battle axes in Baldur's Gate. Personally I had all my 7 party members with a different primary weapon and found them all useful (though not equal throughout the game). I really don't see the need for a balance mod. As is assault rifles are generally good almost always, heavy weapons and SMGs really good against light armour opponents and energy weapons really good high armor opponents. Unarmed is in general very effective. Bladed, blunt weapons, and pistols less so, though the pistol has the advantage, especially early in the game of having cheap and abundant ammo. I think Wasteland is pretty much a normal rpg as far a weapon balance goes.
Specifically:
1) Assault rifles have almost as long a range as sniper rifles, are just as accurate and can do burst head shots. There's really no need for a sniper rifle. They need to reduce the range of assault rifles.
2) Pistols take as many AP as an assault rifle at higher tiers so there's no reason to use them. They need to make pistols fast firing (fewer AP), short range weapons.
3) The energy weapon mechanic is all messed up. once you start facing enemies armed with energy weapons, you're better off naked than using armor, which makes no sense.
4) Heavy weapons/machine guns can't be modded, hence there's no reason to use them - they fall behind the curve of modded assault rifles.
There's been plenty of discussion on this on the Wasteland 2 forums and the consensus there is that weapons need to be rebalanced, and even the Wasteland team acknowledges this. You're swimming against the tide.
