I can't see this on Steam in the US. Is it downloadable from anywhere?

It's coming up in the very near future according to the Larian forums, but you should also be able to get it from the upcoming Larian store (launches this week, I believe), and it might be available from Impulse, Direct2Drive and (I believe) GamersGate.

Do you think this will be available from Amazon? I have a $20 gift card from a recent purchase.

Last I heard, there was no confirmed US publisher, but you might be able to get it from Canada, or possibly import it from Game.co.uk.
