I believe it's one of the promised cultural references. It has to be based on Sam, the worlds ugliest dog, who even has his own website apparently.

Personally, I'm trying to figure out how the NPC portraits will work within context of the game. Are they trying to do some kind of homage to the original's combat portraits and NPC interactions? Trying to reconcile that with what we know of the turn based combat and overhead viewpoint.

yes it's based on that dog, they wrote that on their facebook some week ago..
