It is actually not a new idea, there is a whole series of games like this known as "Prison Tycoon":

Though unlike Prison Tycoon, Prison Architect is being made by a company that usually knows what they are doing (Introversion)

The comments there are very much telling.
Seems to be a "clash of cultures" there, perhaps ? I could very well imagine
Europeans = finding it tasteless
Americans = finding it okay or even good
