I don't qzuite understand the first one … Does it mean that the exact same "proposal" was first dismissed, then accepted by the exact same people ?

Essentially, the point of the first one is that the GOP will reject anything with Obama's name on it, even if they previously supported it in the past (see: Comparisons between Obamacare and that old Heritage/GOP response to Hillarycare, etc).
