Grave Treasure Chests
 

I keep digging up these treasure chests at graves and I thought once I got max level (level 3) with lockpicking that I'd be able to open them. Despite having level 3 lockpicking, I still don't even get the option. It just tells me "I'll have to pick this or find the key." Are all of these chests for quests later on where I'm given keys? If not, what am I missing?

Are you still in Chapter 1?

The quest will come up for them…..then you can open them.

Yea, well, I was still in chapter 1 until about 5 minutes before I quit for the night last night. Now I'm literally at the very beginning of chapter 2 (still at the monestary) and I think about somewhere around level 18.
