Shadowrun Returns - Berlin vs Hong Kong

I don't think Berlin will be what a lot of people think it will be. At this point in the timeline it's pretty close to a lawless freehold dominated by idealistic anarchists and not-so-idealistic opportunists taking advantage of the lack of strong governence. Culturally it will be very different from Seattle or Hong Kong as the powers that be will be far less overt in their influence and ability to extend their control. Even if its a little later in the timeline there would still be a large lawless section that dominates much of the city; though I would suggest not reading lawless quite like the slums of other Shadow Run cities - there's an idealistic side to it too that's got a strong if not overwhelming presence.
