Doesn't seem to be available for Germany. I tried to look at its steamproduct page, but I instead got the error message "not available in your region", whatever region that is.

Well, it is PEGI 18, and Steam just recently was blamed that their protection for minors is insufficient. They already made Dead Island and games like that unavailable in Germany. Now they also took down games with sexual content apparently:

Lucius is for adults only. So I guess they just decided to go the safe route and make it unavailable. That usually means you can activate and get it gifted though. You normally just cant open the page, and the page itself should not be available to children.
