And to accompany the hype train, looks like Beth released a few companion apps:

• Fallout chat! (with extra exclamation marks for extra awesome!)
• Pip-Boy app! (or: gaze upon your own awesomeness wherever you are!)

Fallout Pip-Boy is also available on iPhone, installed it two hours ago.
The chat is something I really don't want on my "gadgets" so I'll skippit.

What does the pip-boy app actually do? Does it serve a function?

Nothing currently.
It's demo but with an ability to connect to your actual ingame stats when the game gets released. For example on the map you can see Vault 111 and nothing else, currently.

As a bonus, it has some horrible consolegame/phonegame integrated.
+1 for Bethesda if you ask me as it's an obvious mockery to nonPC audience.
