It certainly fit the setting. The whole story is centered around the fact that you are *the* commander so it's logical to have this strategic part in the game. Still, that doesn't make it good.

That's certainly true but Fallout 4 was a major upgrade on gameplay, combat, graphics, immersion. First person 3D games from over 10 years ago haven't aged well.
