As an owner of a android phone and an Ipad 2 I can easily say that the game quality is way better on the Ipad. The problem with the android platform is rampant piracy and numerous phone builds out there. The google store sucks ass as well.

Well, there's the Android RPG thread here on the Watch at least, though without ratings: RPGs for Android devices. Don't know of any top 10 lists.
