I have 13 of the 14 stones where do I find the last one???

I wish I could help but I haven't found a SINGLe teleport stone and I'm like level 15 (still chapter 1, though). Could you tell me where I can find one for Harbortown? And maybe the Don's camp?

I think you have to be in ch2. The mage in town has one for the asking.

You have to be in Chapter 2, yes.

From looking at the map, it might look like you're missing the portal stone to the Western entrance of the volcano cave? You get that portal stone from a lizard priest inside one of the tombs in the volcano cave.

follow the main quest line and you will find out how in chapter 4

so I'm not suppose to have the last teleport stone yet?

You can only enter that tomb in chapter 4, so you can't get that teleport stone untill then.
