Cannot speak to Inquisitor Mendoza?

Spoiler:

I have been given the quest from Don to go negotiate an armstice with Inquisitor Mendoza. However, when I go upstairs in the monastary, the single guard on the stairs allows me to go up to speak to him, but the guards at the entrance to the temple will not let me into the Temple to speak to him (I assume that is him?).

I have no doubt this is a bug. How do I get it to allow me into the get in to speak to him?
