Question. Can you repair weapons?

Simple enough question.. but hard to find an answer.

Secondly, I have qre up and working fine and a lot of it is pretty simple, eg Perks. But I am lost as to how I would go about removing weapon degradation?

Thirdly, How would I go about increasing vehicle toughness?
Loading all my gear into a quad, to have it explode when a bandit looks at it with an angry scowl on his face is a little annoying.
