Faction Rep Reset?

I need to reset my faction rep with the government. As it stands, I cannot go into the air without being shot down. Any ideas? I'm at -44, and the perk that reduces negative rep by 25% doesn't seem to do anything. Thanks for the help.

edit - btw, can someone tell me where all the air vehicles are located?

There should be an agent of the government at the bar, just pay him off.
