New York City would/should be an impassable mess anyway. All those skyscrapers blown apart/down… perhaps a subterranean New York… ala Arx Fatalis.

A sample of what can be made with New York is The Divide (Lonesome Road DLC) in Fallout: New Vegas, where some skyscrapers can be see (some even form a artificial cavern…)
