Harebrained Schemes has posted the third Dev Diary for the Director's Cut version of Dragonfall. The third entry has more information on the games combat.

These all sound like good improvements, especially to the AI. Is there destructible cover in the game?

I think destructible cover might prove rather expensive for them to implement… to look halfway decent, they'd basically have to create an exploded version of every destructible asset and animation for it (unless people would be OK with an "exploding" object simply vanishing). And even if they did this, they'd probably have to make some objects impervious so that you don't end up blowing up something important (e.g., like a computer terminal with info you need to complete a mission).

Honestly, all things considered I don't think it's worth the effort… Being able to destroy cover would probably make ranged combat overpowered compared to melee again (which is a big part of what they were trying fix with the changes to the cover system). Unless they made it so that only certain weapons / spells could destroy cover (like grenades / grenade launchers) but that would make those weapons overpowered compared to the ones that can't damage cover.
