Could be that the minimum specs is above consoles because on PC 30 fps isn't a good cinematic experience?

MY PC almost meets recommended specs. The only item I haven't is the Nvidia GTX 770, but I have a GTX 760 4GB Ram. You think it could run the game at good frame rates ?
PS: I already preordered this game before knowing its specs… too late to regret it

- The game has not been released yet
- It uses an all new iteration of the RED-Engine which is CDP's own creation so we can't even guess from comparisons to any other game with that engine what a GTX 760 might be able to pull off
- You did not specify whether your native resolution is full HD, 1440p or maybe even 4K
- CDP did not specify any resolutions either or if 'recommended' pertains to medium, high or max details (it shouldn't be 'low' because the min reqs should be for 'low')
With that said, assuming full HD on your side, and considering the fact that the game needs to work fine on consoles, too, I would take a very wild guess and assume that if you leave AA off (using FXAA at the most) and turn shadows down to low/med, then the game might be running fine if a GTX 770 is the recommended spec.
AA and (soft) shadows are usually huge performance killers, that's why you'd want to try and lower those first.
Other potential culprits for major performance hits could be ultra textures (no-brainer), HBAO (ambient occlusion) if the game is using it at all, or also physics (AFAIK TW3 is indeed supposed to support hardware PhysX including HairWorks) and particle effects.
We'll have to wait and see though if and how any of that stuff affects performance in a significant way.

I meet the specs, but I'm still taken aback by the recommended cpu: i7-3770 is no slouch. AMD systems are going to cry for mercy if that's the case.

The AMD CPU requirements most be wrong? AMD CPU Phenom II X4 940 ? or maybe it is optimized for AMD because all the consoles have AMD CPU's not impossible I guess.

Well, GPU and CPU is not the same thing though…. and maybe that Nvidia tech is disabled on consoles, and only works on PC, I guess it wouldn't run that well on AMD GPU anyhow… ?

Consoles have nothing to do with any of PC requirements.
I suspect that CDpr doesn't have a machine with CPU older than i5 2.5K to test or later support the game on that will run the game smoothly. Which means an older Intel CPU will probably run the game too.
Just in case you didn't know, that Phenom in min. specs runs Dragon Age 3 flawlessly. There is no reason it shouldn't run another (optimized!) openworld.
Maybe there will be more details about all this in the thread on the official forum.

There is no reason to upgrade today.
The game will be released in 5 months. nVidia just released a new card (960) which automatically means pricedrops on older cards in near future.
But it's not CPU/GPU that'll see lower prices, every single day I'm seeing news about some new SSD and in 5 months I bet those things will also go lower.

I really forgot to specify my resolution. But you assumed very well
it is really full HD 1920X1080. I am really thinking about to upgrade my GPU to GTX 970, at least.Someone on this thread have hinted that Nvidia recently released 960, so I'll wait a little more, hoping for a price cut.

On the official forums people are theorizing that the game is GPU bound, in other word what graphic card you have matters more than the CPU.
That sound a bit strange to me, open world games are usually heavy CPU games because of the streaming and the quantity of NPCs around (and Novigrad has thousands of them…that's just one city in the game).

Open World games requires a lots of CPUs power to run scripts in the background and stream the map, this affect performance of the game regardless of the GPU and graphics settings you are using.
