There were a couple noteworthy mods just released in the past few days that I thought merited mention. These days, meaty mods are few and far between, but these are exemplary.
First up, an ingenious mod that stands on the shoulders of NVSE and two NVSE plugins only released in the past year:
Pip-Boy Video Player - allows playing of videos within the Pipboy interface. Mindblowingly cool!
Next up, a mod originally created for Fallout 3 has finally made the jump to FNV: OBSCURUM: PANDEMIC. This completely overhauls the game into a horror-survival theme. Over two gigs in size, it's been in the making for three years.

I just tried OBSCURUM: PANDEMIC and don't recommended playing it. The mod has no quests, dialogues, or any sense of direction. Bascially all you do is fight things.
