If you like Hack & Slash games it's not bad. It does somethings a bit differently. I'm putting an early preview together which will explain the systems better.

A game to me just isn't worth playing if there isn't a meaningful character progression system. I didn't play Diablo 3 for their lack of one. I stopped playing WoW when they removed there's. Most of the games I bought because the monkey's go ape shit with hype and I regret buying don't have it, like Dishonored and Bioshock and whatever bullshit graphics presentation everyone is squirting in their undies over today.
I like games with some meat on the bones, not a bunch of tricky talk and hyperbole. It is kind of pissing me off that almost every game that comes out on steam in the rpg section I have to ask in the forums what the rpg elements are, if there is any character progression, and is it some silly bullshit tripe or is it real. And these fucking retarded millennials aren't helping anything. I really hate these fuckers with a passion. Why do we allow them to talk? These motherfuckers are indoctrinated that what they think matters and that they should tell people what they think. Well, I what I think is they should all have electroshock collars put around their necks between the ages of 10 (when they stop being entertaining) and 25 (when they stop being absolutely completely fucking stupid and useless). Every time one of them opens their stupid fucking living at home with mommy and daddy mouths we just shock the shit out of them. Bzzzz. Bzzzz. Hahahaha. Then these useless pieces of shit will finally have a purpose and adults of normal or higher intelligence will actually want them to bleat their nonsense so we have a reason to shock the shit out of them and have us a good old fashioned laugh.

Eh character progression is a bit more layered than that review, but it is true it lacks the skill trees/class depth of other hack & slash games. Two elements that review fails to mention are outfits ("classes") and destiny cards which combine with those other mentioned mechanics to create a system that is deeper than it first appears. It is a different approach than normal however.
Edit: The secondary potion slot also adds anther skill/buff. So you have 2 on the equipped weapon, a potion, and 2 magic abilities. 2 other skills are easily accessible by switching to a secondary weapon putting it roughly on par with the number of abilities in Guild Wars 2.

The review is based on an "Early Access" version of the game and 93% of the 233 reviews are positive (though I find the yes/ no system Steam use very crude). The developers website has very little there but gives the impression, to me, of something like Torchlight or Van Helsing with better graphics.
I think I will wait for reviews of the final game or a demo before making a decision.

It is a different approach than normal however.I didn't really care for GW2, but when I played it they had a character progression system. You received points every level and put them into six or so various rows of stats that also had special passives you selected at various intervals that provided significant buffs to specific gameplay styles. There was no restrictions and you could complete multiple rows, or go a little into all, etc.

He does go into outfits and the destiny cards. And the system as you describe is really insignificant. (by design by the developers own mouth). Invisible Inc. has some character progression, but the developers were honest enough to only market it as a strategy game since the didn't feel the rpg elements were strong enough to market that way. The character progression in Invisible Inc. is far more significant than in Victor Vran (again, by design. I'm not knocking the game. Plenty of people like non-rpg games here. I just need that significant character progression myself).

I respect what you are saying and I can see how the lack of character progression would be a "Deal Breaker" for you.
In my case I am not a RPG-only player but one that likes a variety of game types and styles. This game seems to have something about it which may be new to me.
Of course I could buy it, play it for 6 hours and then throw it in the bin. Hence the wait, read and decide strategy.

I tend to like progression too - I like to build a character.
Unrelated side note - I found GW2 to be boring as hell - it has some interesting content ideas that wear on you after dozens of levels and doing the same thing with different graphical wrappers and the characters are too simplistic. I also prefer to group in MMORPGs and GW2 is the perfect soloist MMORPGs - "groups" of 5 soloists sharing a chat channel in an instance isn't my idea of a group.
What is related is that in GW2 your gear is very generic, drops are generic, progression is simplistic, and building a character is pretty boring.
