If Fallout 4 is to Fallout 3 what Fallout 3 was to Fallout 2, good night sweet prince. Great action game alright.
Howard's first goal, was to make the game "feel like a great action game. if you're good at aiming you can compensate somewhat for lower stats. But not entirely, as Fallout's myriad systems are layered on top of the improved action."dat emproofment.

Why worry?
That statement is obviously aimed to sell the game also to Dark Souls clones fans.
FO4 is supposed to have 234785623837 different things to do beside just grinding.
Just ignore that one (irrelevant, don't you agree?) thing.

Well FO3 was already an ARPG so it's good that they are trying to make FO4 a good one.

It was not ARPG.
Diablo is ARPG. Even with it's crashes, FO3 was way more than that.

I suppose you could play the entire game only using vats but to me if an RPG has action combat ( which FO3 did) it's an ARPG regardless of what else it offers.
I suppose we could call it a Shooting-RPG??
Anyway if they're going to have shooting they might as well make it as good as possible.

I still believe it's too early to know it for sure.
Sandbox garbage, yes, it's most definetly in, Bethesda so far is not capable of making a game that isn't evolving around that horrible design where good old different random encounters, like we had in FO1/FO2, are replaced with a everreviving dragon that lurks on top of mage's guild.
But the rest of FO4 I believe we should judge only after we see it.
Every day we get some new tidbit, it's impossible to connect everything this moment. A few more, new ones, just as example:
- Bethesda literally cannot make any more Pip-Boy units (http://www.gamespot.com/articles/fal…/1100-6429223/)
- Bethesda knew Fallout 4 would be set in Boston before even Skyrim had launched (same article)
- Fallout 4 official guide runs to 400 pages (http://www.polygon.com/2015/7/27/905…games-official)
- Fallout 4 base building sounds more like Minecraft than Skyrim (http://www.vg247.com/2015/07/28/fall…t-than-skyrim/)
