There was a comment by Larian (in the comment section of the kickstarter -which has 1000's of posts so I'm not going to try to find it) that basically said they would like to do this but it is very unlikely (a polite way of saying no).

Game-play wise, I haven't seen much benefit to a day/night cycle, other than in the types of encounters you experience. Otherwise, about all it does is make it more difficult to meet certain NPCs, thereby turning the game more tedious. I suppose if they wanted you to experience a night-time environment, they could make a map area be permanently night time due to some magical factor. That might actually be entertaining…
-More dangerous at night
-easier to be a theif at night
-Some magic strong/weaker

Hmmm that's because they haven't done it will lately….
-More dangerous at night Even have some creatures sleeping making easier do a sneak attack or not in a cave during the night as they are out hunting. Can enter a haunted area easier during the day.

It really seems D:OS 2 won't have day/nights cycles, it is in the KS comments section I by chance looked just now:
