Bethesda always ships a good toolset with a shitty console port. They are focused primarily on consoles while letting the community finish the PC versions of their games (which is why those games are so good on the PC btw).

Great list, but the PC version needs a 6th item: god-awful controls/UI.
The rejection ensures modders are short a few dozens thousands dollars at least.
