So is there level scaling?

No. Certain trashmobs respawn but their level stays the same. It's just you won't roam the certain map parts with big game while on low level.
As an example: In Gothic 2, if you go through the world again in chapter 5, the final chapter before heading out to the final island, you'll find lots and lots of dragon snappers and trolls.
ELEX is the same: Near the final battle, or in the epilogue, there are trolls and such everywhere, even in locations that didn't feature such monsters to begin with.
I don't actually think it's scaling though, I think the mobs in question are specifically placed and spawned at a certain point in the game. They're not actually respawns, and they won't respawn after you kill them. PB just likes to populate their worlds with high level monsters at certain intervals.
