This is a rule Valve implemented some time ago, because regional pricing. And yes, that's stupid, I agree.

If you wanna know more about it, you can read this.

Funnily enough, the article says "However, products purchased as gifts may have region restrictions." The Steam article uses the word "may" as if there were exceptions to that rule, but I've never seen one. All gifts I tried to purchase had region restrictions.
