Level scaling is one of the worst designs in my opinion.
Why should a giant rat be a simple early game enemy when you're level 1 but a boss level fight when you're level 15?

I've not seen good ones to me.
It was mostly very noticeable.
The only one I can remember, but my memory is fuzzy about it, is Star Wars Knights of the old Republic.
Since you can visit any planet in any order, the enemies do scale, but each planet has mostly unique monsters, so you don't know they've been scaled unless you played the game again.
Personally that was maybe the best way I remember but not certain if I am remembering right.
My personal preference would be not to have it and for some locations to be deemed too dangerous to go, but I can understand if that's the kind you do enjoy.

Baldur's Gate II has level scaling that's barely noticeable. In fact, I never knew it had it until years later when I read about it.
It's not in every area, and when it's there, it's subtle. Certain mobs can contain different enemies depending on your level.
There aren't many examples like that though, and I agree that level scaling is usually pretty noticeable.

I never really noticed the level scaling in C2077 myself as I felt okay exploring all over for the most part. I do expect in most any game that if I really go off on tangents when exploring I might come across some SKULL marked enemies and consider that a good thing.

Anyhow I really like the game a lot so put up with things I know would bother others too much.
