Holy Avenger

I have built the Church of Tyr in my stronghold, done all the other alliance quests, and now I'm about to head to the lair of the fire giants and finish up with the Ironfist clan, but I can't seem to activate the Holy Avenger quest with the priest in the temple. I've made multiple exits and entries, left the map and returned, and still no dialogue option.
Does your player characer have to be a paladin or cleric to get this quest? Thought it would be a nifty weapon for Casivir but I'm about to just blow it off.

btw, I'm really enjoying having Casivir and Bishop fighting over me--little do they know I'm not really a hot elven sorceress, but a cranky human grandmother
