According to the official site (in Polish) The Witcher has been delayed until late October, stating "Ultimate date has been established on 26 october 2007. "

Let them delay it as much as they want as long as they deliver what is said by now and it will be nicely polished. If so I'll wait untill next summer for this gam or even longer

From what I have heard the delay is related to some marketing matters not to the unfinished state of the game.
