Depends on what you mean by level scaling. As you progress through the game, the enemy spawns get harder but they are different enemies that give more loot and more XP. If that is level scaling to you, then sure it has level scaling.

Actually, there is a form of scaling, similar to most PB games. The "scaling" isn't actually scaling though, it's just that the spawns, even in low level zones, are now high level monsters instead.

As an example: In Gothic 2, if you go through the world again in chapter 5, the final chapter before heading out to the final island, you'll find lots and lots of dragon snappers and trolls.

ELEX is the same: Near the final battle, or in the epilogue, there are trolls and such everywhere, even in locations that didn't feature such monsters to begin with.

I don't actually think it's scaling though, I think the mobs in question are specifically placed and spawned at a certain point in the game. They're not actually respawns, and they won't respawn after you kill them. PB just likes to populate their worlds with high level monsters at certain intervals.
