Boomtown eye CoH's latest patch.
City of Heroes Issue 13 is really a weird thing. While it does provide both new content and lots of changes and improvements to NCsoft’s superhero MMO, one might just view it as a stepping stone to Issue 14, which will revolutionize the game by letting the players create their own content and share it with everyone else. Not least because the two issues were originally one single issue, which NCsoft chose to split up last year.

But that viewpoint is a bit unfair actually, as Issue 13 gives the game's user base great new features, which have been requested for years. Thus let’s take a look at the latest free issue that comes with the slogan "Power and responsibility".

Dual builds is another interesting change, which would have received a lot more press if it had been introduced in one of the bigger MMO’s like Warhammer or World of Warcraft.
Heh, ain't that the truth.

Something missed in the article - they changed base construction. The cost of a base used to depend on plot size: the smallest were free and the largest cost tons every two weeks. The cost is now determined by what is actually in the base and the cost is FAR smaller (except for the folks with free bases, of course). Furthermore, most rooms are a lot cheaper, which resulted in a pretty huge windfall for most established bases as NCSoft refunded the price difference. Even furthermore, "base salvage" has be replaced by already existing invention salvage - all items that need to be constructed are made from invention salvage, now. And beyond-the-palemore, a heck of a lot of clipping rules were removed, making it possible to put things INSIDE other things. Folks have been creating some really strange stuff in bases of late!
