What special authority or legitimization does Keyradar.com have to publish a list of authorized vs. unauthorized resellers? Are they God?
Why does Keyradar.com obfuscate their identity and why do they use whois protection with a PO box in Panama?
In whose best interest could it be to publish such a list and hide your identity?

Well, you can check various pages there and compare them with lists of authorized resellers given by publishers. And they match. They also match with pages which are known to cause problems repeatedly over the last years (g2a, kinguin...)
They even mention green man gaming as mixed, which is also what they are "known" for:
Some of the titles in this vendors catalogue are authorized, however they have been caught selling unauthorized keys for specific titles. We would recommend that you avoid this vendor unless you want to take the gamble of the key possibly being deactivated in the future.
So I cannot tell you anything about the legitimacy behind this page. All I can tell at this point is that I haven't seen any error there so far.
Please be aware that they are checking against "being authorized" or not. As it was pointed out before not being authorized does not mean that you are fraudulent. Fraudulent sellers are just within this group.

Regarding lists of approved resellers you can also check them manually.

Oh, and apparently the link to the cdkeys page is automatically removed on steam forums, meaning it's on their black list. Seeing that they also have an referral program which likely causes spam, that's not too surprising either way.
