Just today a guy at my work mentioned this utility:

Apparently, this utility, by default tries to put all currently "irrelevant" processes into some sort of a hybernation state and also allows you to prioritize them manually if you feel you could set it up better.
Sadly, I already gave away my old PC to test if I could gain some more FPS in games with this one. And I'm too lazy to reinstall AC4 to see if this solves AC4 hitting 100% on one core in my PC.
But this guy says that with this util he can get 10-20 more FPS in many game on his old AMD CPU.
So if you see microstutters in some game, try this.
To be honest I'm writing this here with keyword bottleneck so I don't have it just bookmarked and never shared as a possible solution (especially in bad ports).
