What app is this

For the past few weeks I keep noticing this app starting up on my windows 10 machine. It pops up in the taskbar, but goes away too fast for me to see any highlight. But I did manage to catch a screenshot this time.

I've looked through all running apps and processes and can't find anything with that icon. I've looked through installed apps and nothing.

The only other choice I have, besides asking if anyone recognizes it, is to enable auditing process starts via group-policy on windows. And then look over a large list of started processes. But even then, eventviewer doesn't seem to display the icon, so I'm not sure that will even help me as much.

So, does anyone recognize the process? Or any other idea how I could find out what it is?
