It didn't. It started with Techland (moved on to do the spiritual successor, Dying Light), then it went to Yager (their vision on the project differed from what Deep Silver wanted), then to Sumo Digital (who then flopped with Crackdown 3), and now it's at Deep Silver Dambuster (who finished Homefront: The Revolution). It's not cancelled.
